As Christmas approaches in Gotham City, Bruce Wayne's isolation is palpable. His butler and confidant, Alfred Pennyworth, tries to bring him out of his funk by suggesting he rekindle his romance with Selina Kyle, an enigmatic cat burglar who has been a thorn in Batman's side. Meanwhile, a new villain emerges in the form of Oswald Cobblepot, a deformed and disfigured man who uses his condition as leverage to wreak havoc on the city. As Penguin, Cobblepot begins to manipulate the city's children into doing his bidding, using their naivety and innocence to further his own agenda. At the same time, Catwoman, in reality Selina Kyle, is revealed to be an employee of the ruthless businessman, Max Shreck. Her connection to Penguin becomes apparent as she begins to use her cunning and agility to aid him in his quest for power. Batman, still grappling with the trauma of his parents' death, must confront his own demons and team up with the eccentric and mysterious Commissioner Gordon to take down both Penguin and Catwoman.
